The 26th Amendment: A Threat to Judicial Independence in Pakistan
The 26th Amendment to the Constitution of Pakistan 1973 has sparked intense debate among legal
“I believe in the transformative power of law — not just as a system of rules, but as an evolving architecture that can shape nations, build institutions, and reform societies. My drafting table has often been the birthplace of policies, acts, and agreements that now govern critical sectors in Pakistan. Whether shaping a mineral policy for a remote region or crafting airtight corporate contracts for high-stakes clients, I consider every word a commitment to precision, impact, and legal clarity.”

I started my legal career under the esteemed guidance of Justice (Retd.) Syed Hamid Ali Shah at Syed Hamid Ali & Co., where I developed a foundation in corporate and service law with early exposure to legislative and regulatory interpretation.
By 2006, I had co-founded Naqvi Law Associates, steering legal representation in complex civil, commercial, and employment matters. However, it was in 2013, with the launch of Capital Law Company (CLC) in Islamabad, that I transitioned into a multidimensional role—one that merged litigation, legislative drafting, and strategic advisory for both private and public sectors.
My journey also led me into high-impact government service, including as:
• Deputy Director (Law) at Lahore Development Authority (2009–2013), where I oversaw legal reforms, compliance vetting, and municipal policy review.
• Legal Officer at the Gilgit Baltistan Council Secretariat, Ministry of Kashmir Affairs & Gilgit Baltistan (2013–2017), where I authored policy frameworks and legislative instruments that reshaped the governance and economic potential of the region.

With more than two decades of high-level experience, I have authored and advised on:
Legislative & Policy Drafting
• Mineral Policy & Rules for Gilgit Baltistan — designed to ensure sustainable exploration and development, aligned with local governance frameworks.
• Tourism Policy for Gilgit Baltistan — developed in partnership with USAID to facilitate responsible tourism and regulatory harmonization.
• Timber & Environmental Protection Policy — balancing ecological sustainability with economic viability.
• Gilgit Baltistan Captive Power Generation Policy — supporting private-sector participation in renewable and off-grid energy development.
• Draft Electoral Rolls Act & Election Rules — foundational legislation to ensure voter registration integrity and democratic transparency.
• Amendments to Gilgit Baltistan Order 2009 and creation of the Gilgit Baltistan Council (Members) Election Ordinance & Rules.
• Supervised the adoption of 400+ Pakistani laws for Gilgit Baltistan, restructured for regional relevance.
Corporate & Commercial Drafting
• Shareholder and Joint Venture Agreements
• Memoranda of Understanding (MoUs)
• Regulatory compliance frameworks for telecom, banking, and infrastructure sectors
• Public-private partnership (PPP) contracts and concession agreements
• Customized procurement rules and service regulations for public-sector entities
• Commercial lease, finance, and technology agreements
My drafting is rooted in clarity, enforceability, and institutional alignment. I tailor every clause with an eye toward risk minimization, legal harmonization, and real-world application.
Brand Statement
I have walked the corridors of power, stood in the echoing silence of courtrooms, and sat at the tables where the laws of tomorrow are drafted. I have seen how a single clause can empower a nation — or bind it.
For me, law is not a profession. It is the architecture of justice, the design of order, and the moral compass of society. It is where principle meets pragmatism, where ideals are tested against reality, and where the possible is forged from the impossible.
I have built my career on three unshakable pillars:
Integrity, Precision, and Vision.
• Integrity — because the law loses its soul without it.
• Precision — because in law, every word is a verdict.
• Vision — because justice must look beyond today.
From crafting the legal frameworks that regulate entire industries to representing clients whose futures depend on a single ruling, I approach each matter as if it will define my legacy.
The journey from is to ought is the space where I live — the gap between reality and the ideal, where law becomes not just a mirror of society but its sculptor.
And in that space, I am not merely a lawyer.
I am an architect of possibility.
Major Achievements
• Designed and drafted Gilgit Baltistan’s pioneering policy and legal frameworks in mining, tourism, energy, and governance.
• Led legislative harmonization by modifying over 400 Pakistani laws for regional implementation.
• Represented institutions like PTA, ZTBL, NHA, SME Bank, and Pakistan Bait-ul-Mal in contractual negotiations and legal matters.
• Drafted comprehensive contract templates for various regulatory bodies and public institutions.
• Structured legal compliance documentation for large-scale telecom and infrastructure projects.
